Despite being surrounded from coast to coast by a rich body of water, fish is hard to come by and almost a culinary treat rather than an integral part of the Cuban diet. Almost all the fish caught by cooperative fishermen will be sold to private restaurants. Locals willing to catch their own fish for private consumption must abide stringent, often discouraging rules.
